Ir. Chow Chin Seang is the Executive Director/Chief Operating Officer of the Group. He was appointed to the Board on 12 September 2022 and is the Chairperson of the Sustainability Committee. 

Ir. Chow Chin Seang graduated from Universiti Teknologi Malaysia with a Bachelor of Mechanical Engineering (Manufacturing) in 1999 and obtained a Master of Business Administration with Commendation from Nottingham Trent University, United Kingdom in 2009. He has been a Member of The Institution of Engineers, Malaysia since 2008 and was registered as a Professional Engineer with the Board of Engineers Malaysia in 2008, with a Professional Engineer with Practising Certificate (Mechanical) obtained in 2015. He became a Member of the American Society of Heating, Refrigerating and Air-Conditioning Engineers, Inc. in 2010 and was registered as an ASEAN Chartered Professional Engineer in 2016. In February 2025, he was accredited as a Certified Construction Project Manager (CCPM) (Level 6) by CIDB. As part of his continuous professional development, he obtained the Project Management Professional (PMP)® certification in June 2026, was conferred Certified Member of the Association of Construction Project Managers (ACPM) in August 2026 and obtained the PMI Construction Professional (PMI-CP)™ certification in September 2026. 

He is responsible for overseeing the Group’s business operations and MEP Engineering Solutions business segment. 

He began his career in 1999 with Syarikat Ong Yoke Lin Sdn Bhd, a company principally involved in the provision of sales and services of air conditioners and air-conditioning systems contractors as a Project Engineer and progressed to Branch Manager before leaving in 2013. His experience during this period included project execution, contract administration and project management. In 2013, he and Datuk Ir. Tan Si Lim commenced the acquisition of Success Facility Management Sdn Bhd, now known as Critical Engineering Solutions Sdn. Bhd. (CES), a subsidiary of the Group, marking the beginning of their involvement in the Group. 

During the financial year under review, he attended all five (5) Board meetings held.
